Amvest and KondorWessels Vastgoed transform the Kabeldistrict in Delft

On Friday 10 July, the underlying contract was signed for the development of the new urban district in Delft referred to as Kabeldistrict, which is part of the Schieoevers Noord transformation area. Councillor Stephan Brandligt (from the municipality of Delft), Heleen Aarts (Amvest) and Willem Gaymans (KondorWessels Vastgoed) signed contracts on location. The 12-hectare area includes plans for approximately 3,200 homes and 1,250 extra jobs. It is intended to give a major boost to the residential building and employment objective of the municipality of Delft and the region. Construction of the first area is expected to start in 2022.

Climate-adaptive & sustainable

Kabeldistrict is being transformed into a lively, productive urban district where working, living, learning and creating come together. The central element of the plan is the former Dutch Cable Factory. The factory buildings will be partially retained and will create a characteristic whole in combination with the new buildings. The KD Lab is going to be realised soon in one of the buildings within the 65,000 m² complex and is going to be a real ‘marker space’ for the development and realisation of high-tech ideas of knowledge-intensive start-ups and scale-ups.

The future Kabeldistrict will retain space for knowledge-intensive, creative and traditional businesses. Various (social) facilities will be supplemented with a wide range of residential properties. These will include owner-occupied homes, public-sector rental properties and approximately 1,500 mid-segment rental homes. The rental homes are going to be managed by Amvest investment funds.

The plans are also going to focus on the use of smart and sustainable mobility with the aim being to enable people and goods to move through the district faster, cleaner and easier and to create traffic calmed areas. A green neighbourhood alongside the Schie waterway, which is pleasant to work and live in. ‘Amvest and KondorWessels Vastgoed have jointly formulated the ambition to transform Kabeldistrict into a place where everyone feels at home, while preserving the history of the area. We are currently working on an action plan to involve residents and businesses in Delft in the development. With Kabeldistrict development, we have committed ourselves to the city for decades and our aim is to create a link between working and living in the new neighbourhood for the people of Delft’, is how Heleen Aarts, CEO of Amvest, explains the major transformation of the area.

Zoning plan

The municipality has started preparing the zoning plan for Schieoevers Noord. This zoning plan relates to the entire area of Schieoevers Noord which is going to be affected by the transformation, of which Kabeldistrict is part. The municipality is therefore collaborating with KondorWessels Vastgoed and Amvest and other parties in the area. The zoning plan is being drawn up in accordance with the Spatial Planning Act [Wet op de Ruimtelijke Ordening] and the Crisis and Recovery Act [Crisis- en herstelwet]. The objective is to inform the stakeholders after the summer about the continuation of the participation process, the development plans and the schedule with regard to the zoning plan.
